Born in Dubrovnik, he received his secondary music education at the Luka Sorkočević Art School in Dubrovnik. He continued his education at the Music Academy in Zagreb, where he graduated in the class of prof. M. Kobetić in 1988. The education of this extremely talented musician does not end there. He continued his studies by specializing in Moscow at the famous P. I. Tchaikovsky Conservatory with the famous professor Valery Popov. He is a permanent employee of the Dubrovnik Symphony Orchestra, for thirty years he has been a part-time lecturer at the Luka Sorkočević Art School in Dubrovnik and for some time at the Zagreb Academy of Music, as an assistant at the Bassoon Department. Novaković, as a student of the Art School “Luka Sorkočević”, and later as a student, stood out with his solo performances with the Dubrovnik Symphony Orchestra. Today, as a mature artist, he cultivates a wide range of program selections in his solo repertoire, from musical baroque to music by contemporary authors. His interpretations of the Concerto for Bassoon and Orchestra by Croatian composers Papandopulo, Kelemen, Bjelinski, Cossett (premiere), Jusić (premiere), and a number of thematic recitals from baroque, classical, romance to XX century music stand out. His interpretations are adorned with exemplary technique and stylistic culture.
He is a co-founder and president of the Art Association “Konavle Art” and the Festival “Music and Word” Konavle.
